
HELLO COLOMBIA! LET’S MEASURE MOBILE QUALITY WITH MEDUX

MedUX was awarded as a crowdsourcing provider in Colombia for the measurement of mobile data quality indicators.
MedUX has been chosen by the telecommunications operators that must comply with the mobile data quality regulation, namely Claro (Comcel), Tigo (Colombia Móvil), Telefónica (Colombia Telecomunicaciones), and WOM (Partners Telecom Colombia) to meet the new quality measurement regulation in Colombia.
MedUX will provide a comprehensive solution for the implementation and execution of the necessary activities for the measurement of quality of service (QoS) indicators for mobile data in Colombia, under the terms of Resolution No. 6890 of 2022 of the Communications Regulation Commission (CRC). QoS information will be collected massively through crowdsourcing using users’ cell phones as part of the Modernization of the Quality Regime.

The measurement solution that enables user-initiated active measurements and operator-scheduled active measurements will be based on MedUX’s agent SDK (Software Development Kit). Operators will integrate the measurement software into their end-user applications such as MiClaro, MiTigo, MiMovistar and WOM. The agent will measure the internet speed received by users and will also collect other relevant indicators and parameters.
As of April 2023, Colombians will actively participate in the measurement of the quality of mobile Internet service, for which users will have the option to authorize the quality measurements and the use of the respective information through the operators’ applications.

The multinational has had a long history in Colombia working since 2015 with different public entities and private companies so that Colombian users can have quality services and a better user experience.

Other major players in the measurement industry such as Ookla, Tutela/Opensignal and WePlan also participated in the bidding process to choose the crowdsourcing provider in Colombia.
Resolution 6890 crowdsourcing measurement project.
The Colombian operators and the CRC, as regulatory body, aim to implement a comprehensive solution and the execution of the necessary activities facing the measurement of quality indicators for mobile data in 3G and 4G technologies, under the terms of CRC Resolution No. 6890 of 2022 (hereinafter the Resolution) which amends Resolution No. 5050 of 2016. This Resolution ordered the change of methodology in the measurement of mobile data quality indicators, by the crowdsourcing methodology.
As a result of this Resolution, innovative measurement technologies for mobile services are adopted, promoting the improvement of quality in remote areas of the country and boosting the modernization of networks. The resolution extends to 803 municipalities the requirement to comply with quality indicators, including the 32 departmental capitals of the country. Likewise, a total of 320 municipalities in which the regulator identified the existence of challenges in terms of infrastructure deployment, as they are located in places of difficult access and in order to continue promoting the massification of TIC services in these areas, will remain exempted from this obligation.

MedUX will be the company in charge of performing periodic speed measurements through crowdsourcing to verify whether on average telecom operators are delivering target values set by regulation, as a measure of consumer protection and transparency. This will be done through SDKs integrated in the operators’ applications, including Android, iOS and Harmony operating systems.
In relation to 4G technology, according to the Resolution, they must measure latency, jitter, packet loss rate, upload and download speeds and comply with the following target values, except for base stations with satellite access whose latency and jitter indicators will be reported only in an informative manner:

In relation to 3G technology, according to the Resolution, the indicators must be reported only in an informative manner, so it will not be required to comply with target values. “This insofar as at national level it is evidenced that the data service provided with 3G technology has been decreasing since 2017, given that the amount of mobile Internet accesses has gone from representing 49.5% to 16.4% of the total accesses18 in 2021; while the 4G mobile data service has gone from representing 44.1% in 2017 to 80.9% in 2021. The above denotes the relevance of the migration process to new technologies, thus showing that it is in line with the global trend.”
Our solutions allow our customers to explore quality indicators such as the results of speed, latency and packet loss measurements, as well as other parameters such as signal strength, technology and characteristics of the mobile terminal equipment from which the measurements are made. This system can also allow end users to measure speed and clarify doubts about the service they are receiving. This measurement methodology is robust because it measures what the user experiences on their cell phones, obtaining results, even if affected by the particular conditions of each device.
This project will allow, in the first place, end users to be better informed about the quality of service offered by the different mobile operators when contracting an Internet plan according to their needs. The CRC will carry out a strategy of publishing the results of mobile data indicators for the geographic areas measured with the Crowdsourcing method. This publication will be made in a comparative manner to promote the empowerment of end users for decision making.
In addition, continuous measurement will also provide the industry with visibility regarding the reality of the services that users receive, and will make it possible to analyze trends and the evolution of telecommunications services in the country, providing greater capacity for action to improve services. Having information from more municipalities in the country will also support the design of public policies of the sector by the Ministry of ICT, which seek to close the digital divide, especially in rural and remote areas.
The crowdsourcing measurement ecosystem to be implemented will serve to understand the performance of mobile broadband, thus helping to indirectly improve the service and experience that operators offer to millions of Colombians.
