Norway Mobile QoE in Q4 2025: 5G, Operator Benchmark and Streaming Performance

Norway’s mobile experience in Q4 2025 stands out for its premium profile. High 5G exposure, top-end throughput, strong responsiveness and excellent video-related results position the country as one of the strongest mobile benchmarks in the Nordics for real-world Quality of Experience (QoE).

This article summarises the main results of the MedUX mobile QoE benchmark in Norway for Q4 2025, based on the country report published in the MedUX Connectivity Observatory. The Observatory brings together country-level operator benchmarks and allows readers to compare performance across speed, latency, jitter, 5G performance, coverage and service experience.

A mature 5G market with high effective exposure

From a technology perspective, Norway recorded 79% of aggregated samples on 5G and 20.9% on 4G, with legacy technologies already reduced to negligible levels. This places Norway among the most advanced Nordic markets in terms of effective next-generation usage.

Combined with the country’s strong operator results, this creates a market where 5G capability is increasingly visible in day-to-day mobile experience.

Norway leads the region on top-end throughput

At operator level, Telenor delivered the strongest throughput profile in the Norwegian benchmark. It recorded the highest cloud download speed at 181.1 Mbps, which is also the best operator-level download result in the Nordic dataset, and the highest cloud upload speed at 32.5 Mbps. Telenor also achieved the highest 4K streaming rate in Norway at 66.5%, reinforcing its strength in capacity-intensive services.

Responsiveness is led by Telia

At the same time, Telia led the responsiveness layer of the Norwegian market. It recorded the best ping at 22.9 ms, the strongest gaming latency result at 28.2 ms, the fastest web browsing time at 1.37 seconds, and the fastest streaming startup time at 1.62 seconds.
This split leadership makes Norway especially interesting from a competitive benchmarking perspective: one operator dominates throughput, while another leads several of the indicators that shape user-perceived responsiveness.

Norway stands out in Q4 2025 as one of the most premium mobile markets in the Nordic region. High 5G exposure, best-in-class speed results and excellent service responsiveness combine into a very strong mobile QoE profile.

For operators, Norway shows that leadership can emerge through different routes: capacity, responsiveness or service consistency. For market observers, it demonstrates why real mobile experience must be assessed through multiple dimensions rather than a single metric.
